He was graduated as a Lawyer in 1960 and as a Doctor in Law and Social Sciences on 1967 at the University of Buenos Aires. His Doctoral thesis “Aeronautical Offenses; its existence and main problems” was awarded the Recommendation to the “Faculty Award” for its high legal merits.
From 1990 to 2002 - he was Director of a new University Degree (University Bachelor on Commercial Aviation) in the Universidad Argentina de la Empresa (UADE) (Argentine University of the Enterprise). This University Degree has been officially recognised by IATA and had a three years duration.
He has lectured not only as Titular Professor in the University of Buenos Aires on “Air Law” (1967-2003) and in the National Institute of Air and Space Law of the Argentine Air Force on “Comparative Air Law” (1968-2002), but also in many Universities and Academic Institutions from many countries (Latin America, USA, Canada, Europe, Lebanon, etc.).
He was Titular Professor on “Air and Space Law” in the Universities of Morón (1963-1974) and del Salvador (1969-1990).
He coorganized, as President of ALADA, the Conference “Chicago Revisited”, which was held in the Institute of Air and Space Law at McGill University (Montreal) on December 1994. He also lectured in several opportunities in this Institute on different Air Law subjects.
His knowledge and experience are widely recognized in several Governmental Organizations, such as the International Civil Aviation Organization (ICAO), the Latin American Civil Aviation Commission (LACAC), the Cartagena Treaty (Andean Pact) and the Latin American Integration Association (LAIA).
He has an active participation in several Private International Organizations.
- Latin American Association of Aeronautical and Space Law (ALADA) (Buenos Aires). As President of the ALADA, a Non-Governmental Academic Organization which is a Permanent Observer to LACAC since 1976, Dr. Folchi has assisted to many LACAC’s Assemblies, Executive Committee’s Meetings and Group of Experts’ Meetings.
- International Chamber of Commerce (Paris). Dr. Folchi also belongs to the “Air Transport Commission” and the “Working Party in Air Law” of the International Chamber of Commerce (ICC) (Paris), in both capacities as Representative of the ICC Argentine National Committee and ALADA´s President. He also delivered to these Commissions several papers on subjects dealing with Air Law and Air Transport.
- Airports Council International (ACI) (Geneva).
He is an Arbitrator at the International Court of Air and Space Arbitration (Paris).
He is one of the 25 Members worldwide at the ICAO List of Experts for Mediation.
Since 1970 he participated as Arbitrator in several IATA Arbitrations which dealt with the relationship between IATA and Travel Agencies.
